Cross River Governor Signs Four New Bills into Law to Accelerate Development

In a major push to fast-track economic and infrastructural development, Cross River State Governor Bassey Edet Otu has signed four key bills into law. The new legislation is set to boost investment, improve infrastructure, and create new opportunities for residents across the state.

The newly signed bills include the Supplementary Appropriation Bill 2025, which adds an additional ₦104 billion to the state’s budget. The funds are earmarked for critical sectors, including agriculture, healthcare, education, and job creation, with a focus on accelerating ongoing infrastructure projects.

To enhance transparency and ensure more effective use of external support, the governor also signed the Counterpart Funds (Amendment) Bill. This law aims to improve the coordination and oversight of donor funds, ensuring they are transparently and efficiently applied to major development projects.

In a move to address the long-standing challenge of poor road networks, Governor Otu signed the Roads Fund Law 2025. This new legislation establishes a dedicated and sustainable funding mechanism for the construction and maintenance of rural roads, which is expected to significantly boost agricultural productivity and improve access to markets for local farmers.

Finally, the Electricity Law empowers the state government to generate, transmit, and distribute electricity independently. The law is designed to attract private investment in the power sector, with the goal of providing a stable and reliable electricity supply to communities and businesses.

According to a statement from the governor’s office, these laws are a cornerstone of the administration’s strategy to deliver rapid development, better public services, and increased opportunities for all Cross Riverians.
