In a major boost to Nigeria’s local refining capacity, the Edo State Government (EDSG) and the Nigerian National Petroleum Company (NNPC) Limited have finalized a partnership to establish a 10,000 barrels-per-day (bpd) condensate refinery.
The project, which is expected to be completed within 24 to 36 months, will be strategically located across the Oredo and Orhionmwon Local Government Areas.
Once operational, the refinery is projected to significantly ease energy supply challenges in the South-South. Its daily output is estimated to include 20 truckloads of Premium Motor Spirit (PMS/Petrol).

These products will serve both Edo State and its neighboring regions, reducing the logistical strain of fuel distribution.
During a courtesy visit to the Government House in Benin City on Friday, Governor Monday Okpebholo hosted NNPC’s Executive Vice President for Downstream, Alhaji Mumuni Dagazia. The Governor hailed the initiative as a practical application of President Bola Ahmed Tinubu’s “Renewed Hope Agenda.”
“We are delighted to welcome this major investment,” Governor Okpebholo stated. “My administration is committed to creating jobs and reducing poverty… This is a huge step for Edo, and we are proud to be part of it.”
To ensure the project moves swiftly, the state has pledged to provide land, Certificates of Occupancy (C of O), and robust security for the facility.
NNPC’s leadership emphasized that the refinery is designed for long-term sustainability. Alhaji Dagazia noted that the project aims to drive industrial growth and revenue generation beyond just fuel production.
Mr. Ikedichi Dick-Nwoke, Chief Downstream Investment Officer at NNPC, added that the refinery would solidify Edo State’s position as a premier energy hub, boosting investor confidence and expanding employment opportunities for residents.
